While the state does not define what counts as a “finished basement,” a basement is considered a story or floor beneath the ground, including walkouts. A basement that becomes a habitable space — used for living, sleeping, cooking, or eating — triggers specific requirements.
The Rehabilitation Subcode within the UCC classifies construction work into six categories, including addition, alteration, change of use, repair, renovation, and reconstruction. Finishing an existing basement generally falls under the category of alteration. UCC One- and Two-Family Dwelling Subcode 2021 contains the technical requirements. Townships may have additional requirements. Exceptions also exist.
